Article 5.5 of the World Anti-Doping Code provides that: “Athletes included in a Registered Testing Pool by their International Federation and/or National Anti-Doping Organization shall provide whereabouts information as specified in the International Standard for Testing and Investigations and shall be subject to the Consequences set out in Article 10.3.2 for a violation of Article 2.4. International Federations and National Anti-Doping Organizations shall coordinate the identification of such Athletes and the collection of whereabouts information.”
For the application of this text, the Monegasque Anti-Doping Committee (CMA) defines each year a “target” group of athletes subject to location obligations. The localization obligation is a constraint imposed on athletes so designated which consists “to provide accurate and complete whereabouts information on a quarterly basis for the upcoming quarter, indicating where he or she plans to live, train and compete during that quarter, and to update such whereabouts information as necessary to enable him or her to be located for Testing during that quarter at the times and locations set out in such whereabouts information, in accordance with the provisions of Article 4.8.8.”
HOW TO GET TO ADAMS?
There are two ways to access ADAMS:

Location data must be completed per quarter and update Thereafter.
15 days before each start of a quarter, you must complete the following three months in full.
WHAT LOCATION DATA SHOULD I ENTER IN ADAMS?
The location information to be transmitted quarterly on the ADAMS system must provide the following information:
WHAT HAPPENS IF I DO NOT COMPLY WITH MY LOCATION OBLIGATION?
The athlete remains solely responsible for the transmission of his location information.
To avoid any penalties for non-compliance, you must ensure:
Location information must be updated promptly as soon as you become aware of a change in circumstances, and in any case before 22 p.m. the day before the day in question.
According to Article 10.3.2. of the World Anti-Doping Code, the combination of three missed tests and/or failure to provide whereabouts information within a period of 12 consecutive months constitutes an anti-doping rule violation punishable by a period of ineligibility of two (2) years. This period of ineligibility may be reduced, at the most, by half, depending on the athlete's degree of fault.
