Optimizing anti-doping strategies

The World Anti-Doping Code notably requires International Federations and National Anti-Doping Organizations to adopt and implement anti-doping rules and policies which comply with it. As such, the Code lays down among other things the obligation for these institutions to collaborate with each other.
In this context, the Monegasque Anti-Doping Committee and the Union Cycliste Internationale, the umbrella body for world cycling, in March 2018 started negotiations to conclude a cooperation and information exchange agreement with the aim in particular of optimizing their Doping control and management strategies while improving the cyclist biological passport program.
These negotiations have just been concluded with the signing of such an agreement between the Committee and the Cycling Anti-Doping Foundation (CADF).
Within the UCI, this Foundation is the independent and specialized body mandated by it to:
* define, develop and implement the doping control strategy and conduct a comprehensive program of in-competition and out-of-competition testing to detect the use of prohibited substances and methods;
* conduct surveys and information gathering; develop an increasingly intelligence-driven targeting program through the aggregation of information obtained from state authorities, anti-doping organizations and other sources, and constantly manage and improve the Athlete Biological Passport (ABP) program ;
* provide support to the Legal Service - Anti-Doping Unit (LADS);
* provide administrative support to the Therapeutic Use Authorization Committee (CAUT),
* train Doping Control Officers (DCOs);
* train runners and teams to use the various existing online platforms (ADAMS, ALPHA);
* play an advisory role in research, education and prevention.
By concluding an agreement with this Foundation governed by Swiss law, the Monegasque Anti-Doping Committee is thus pursuing its international cooperation policy with the priority of making the Principality a model player in clean sport, respectful of its international contractual commitments.
