SPECIAL PROTOCOL FOR URINE SAMPLE COLLECTION (Doping Control Agents)

Based on the guidelines issued by the World Anti-Doping Agency for the attention of all anti-doping organizations, the Monegasque Anti-Doping Committee asks doping control officers to implement and respect the following protocol for urine samples. .

Before you leave on a mission, you must:

be sure you do not have any symptoms of Covid-19 or any other condition;
make sure the materials in your cooler include:

- at least 2 masks so that you can offer one to the athlete if he does not have one himself;
- hydroalcoholic gel;
- gloves ;
- disinfectant wipes;
- overshoes;
- the specific protocol information sheet intended for the athlete.

When you arrive at the athlete, you must:

wear a mask. You can wear gloves but if this is the case you will have to change them in front of the athlete before starting your test;
remove your shoes before entering or put on overshoes;
orally notify the athlete of his test and explain to him that the written notification will be made inside his home with his pen;
stay at least 1,50 meters from the athlete at all times as far as possible;
ask the athlete which room in his home would allow the control to be carried out in the best possible conditions, particularly with regard to social distancing;
give him the specific protocol sheet intended to inform him.
ask the athlete if he or a person present at the scene has symptoms of COVID 19;

In the event of a positive response, you must immediately end the control and then write an additional report accompanied by the questionnaire, justifying the cancellation of the control.

DURING THE CONTROL PROCEDURE, YOU MUST:

clean with disinfectant wipes the flat surface serving as a support for the control procedure;
ask the athlete to wash his hands with soap or hydroalcoholic gel and do the same;
affix your fields of care to place your equipment;
disinfect the scissors;
offer the athlete a mask and gloves if he does not have them himself;

In case of refusal, explain that you will have to record it on the doping control form.

wear a pair of gloves until the end of the control procedure;
have the athlete sign their notification with their own pen;
start the procedure by indicating to the athlete that he can no longer touch any non-disinfected object, in particular his mobile phone, the use of which is prohibited throughout the procedure ;
if you or the athlete have to take off your gloves, disinfect your hands before putting on a pair;

For urinary control, you should ensure that the athlete, when ready to provide the sample, takes off his gloves, washes his hands thoroughly and rinses them with plenty of water before urinating.  

instruct the Athlete that after providing the Sample and closing the Collection Container, he or she should wash their hands thoroughly with soap and water or disinfectant and seal the Sample. If he has agreed to wear gloves, make sure he has put on a new pair of gloves before sealing the sample.

TO COMPLETE THE CONTROL FORM, YOU MUST:

use your own pen and ensure that the athlete uses their own pen;
keep your gloves on until the end of the procedure;
record any comments on the procedure;
record the protective measures put in place for the athlete and for yourself;

TO LEAVE THE PLACE OF CONTROL, YOU MUST:

clean the flat surface used for the control and your pair of scissors;
place all the waste in your garbage bag;
ask the athlete to open the door for you to leave his home;
ask the athlete to make sure to contact the Monegasque Anti-Doping Committee in the event that he contracts COVID-19 within three weeks of the date of the test.

THE FOLLOW-UP OF THE CONTROL:

If you contract COVID-19 yourself within three weeks of the test, you must inform the Committee so that it can inform the athletes who have been tested by you.
