Submission of the 2016 annual activity report of the Monegasque Anti-Doping Committee
Transformed since 1er January 2015 in a private law body with a mission of general interest, the Monegasque Anti-Doping Committee submitted its annual activity report for the year 2016 to Mr. Patrice Cellario, Government Counselor - Minister of the Interior, representing HE Mr. Serge Telle, Minister of State, .
Consolidation of the new structure
The Monegasque Anti-Doping Committee was initially established in February 2003. It remained for a long time an internal structure of the administration. Sovereign Ordinance no. 5.089 of December 3, 2014 enabled it to open a new page in its history by transforming the Committee into a private law body with a mission of general interest. A change which marked the Principality of Monaco's desire to comply with the international commitments made in its capacity as a state party to the UNESCO International Convention against Doping in Sport. The Monegasque Anti-Doping Committee became, in fact, an operational independence structure, administratively and financially autonomous. The previous activity report mentioned the actions undertaken for the progressive establishment of the Committee "in its various material and human components" and the implementation of new projects induced by the new version of the World Anti-Doping Code.
The 2016 report was submitted on January 12, 2018 to Mr. Celario, Government Advisor-Minister of the Interior, in the presence of Mr. Orengo, President of the CMA, HE Ms Lambin-Berti, member of the CMA representing the Monegasque Olympic Committee, from Mr. Desprat, member of the CMA, and Mrs Alessio, Permanent Secretary of the CMA.
Training, education, prevention
Articles 1-1, 1-2, 3, 4 and 5 of the Sovereign Ordinance which established the Monegasque Anti-Doping Committee recalled the missions of training, education and prevention, in accordance with section 20.5.8 of the Code. During 2016, the CMA fully assumed these missions and met the objectives set in the 2015 report.
- Provision of a website specific to the Committee, HSH the Sovereign Prince having done it the honor of inaugurating on Olympic Day in June.
- Implementation of the majority of actions with a sustainable vocation provided for by the seven headings of the multiannual strategic plan.
- Creation of the “Prevention-Training-Education” Commission. Its daily management has been entrusted to Dr. Tonelli. It is responsible for developing a multi-year anti-doping program in its areas of attribution which will be approved by the College and proposed to all players in sport and physical education in the Principality. This Commission will bring together people capable of bringing their expertise in fields related to sport, physical activity and youth. It will be based on the model guidelines drafted by WADA and on the principles defined by the UNESCO Conventions.
- Throughout the year, the CMA has increased the number of meetings, conferences and interventions aimed at numerous federations, sports associations, students, athletes and supervisory staff, like those given by Drs Jack Michel and Richard Mañas from the Center Médico-Sportif to Femina Sport and the Monegasque Swimming Federation.
- Training of doctors taking samples, blood sampling agents and agents for notification and support of athletes.
Constraints
The 2016 report highlights two major constraints: that of financial resources - which will have to be aligned with the intensification of measures imposed by WADA and international standards in the fight against doping - and that of human resources. Exposing these constraints was an opportunity for the President of the CMA, Mr. Philippe Orengo, to salute the exemplary dedication of all its stakeholders, in particular that of the head of the Permanent Secretariat, Ms. Andréa Alessio, and the teams. control. HE Ms Lambin-Berti, member of the CMA, Secretary General of the Monegasque Olympic Committee and Ambassador Extraordinary and Plenipotentiary, Permanent Delegate of the Principality of Monaco to UNESCO in Paris, underlined the colossal work carried out by the CMA executive. Mr. Orengo also underlined the exemplary nature of the relations between the CMA and the State, in particular with the Department of the Interior, under the aegis of Mr. Celario, Government Counselor-Minister of the Interior.
The Government Advisor-Minister of the Interior, for his part, underlined the Principality's already long-standing commitment to the fight against doping, underlined the support given to the Committee while respecting its operational independence, highlighted the work carried out by the Committee and its teams and reaffirmed the State's determination to fully play its role of regulator in the fight against this complex scourge.


Strengthening external relations
- Strengthening of the presence of the CMA at the international level, as evidenced, for example, by its participation in the annual WADA Symposium or the 35e meeting of the European Ad Hoc Committee for WADA and 44e meeting of the Monitoring Group of the Doping Convention.
- Strengthening of links with other NADOs. The CMA has set up cooperation with the French Anti-Doping Agency (AFLD), the Federazione Medico Sportiva Intaliana and the US Anti-Doping Agency (USADA)
- Strengthening of links with Monegasque federations as well as with international sports federations and institutions, as evidenced by the agreements signed with UEFA.
Control activity
Despite this necessary step in consolidating the structure and action of the CMA, it has in no way deviated from its control mission. This activity has even increased significantly compared to previous years 2015. 64 procedures were performed in 2016, against 15 in 2011, 23 in 2012, 29 in 2013, 36 in 2014 and 57 in 2015.
55 whereabouts control procedures were carried out by the CMA in 2016 on the 17 athletes belonging to the Target Group. They gave rise to 5 warnings for missed checks.
Goals
Under the heading "Know":
- Organize an annual meeting with the different components of the Monegasque sports movement;
- intensify the Committee's presence at sporting events;
- enrich the content of the website;
- create an English version of the website;
- finalize the state of doping risks specific to each discipline;
Under the “Prevent” section:
- encourage public commitments against doping, in particular through the website;
- diversify prevention actions, particularly through practical interdisciplinary teaching;
- develop a network of anti-doping correspondents in schools;
- include in the doping prevention strategy a program of educational controls (without sanction) concerning non-licensees;
- strengthen training and awareness of doctors;
- set up a specific awareness campaign for weight training and fitness rooms.
Under the heading "Control":
- guarantee the excellence of physicians and sampling agents by strengthening their training;
- increase the number of agreements between the CMA and the signatories of the World Anti-Doping Code;
- finalize the implementation of the hematological module of the Athlete's Biological Passport.
Under the “Analyze” section:
- broaden the scope of the substances sought.
Under the heading “Sanction”:
- draw up a draft regulation providing for systematic financial penalties as soon as a suspension is pronounced;
- work for the inclusion of penal sanctions in the doping part of the future law on sport;
- initiate the process of setting up a system applicable to retirees and a support system for athletes convicted of doping.
Under the heading “Penalize”:
- work to obtain the penalization of the various acts of doping implicating in particular the use; administration, commerce, concealment, possession of prohibited products or methods.
Under the heading “Cooperate”:
- intensify collaboration with the various partners of the anti-doping community and, at national level, support them in the implementation of quality anti-doping programs;
- improve the actions of the various national and international players in the fight against doping;
- encourage information sharing among all members of the anti-doping community
