Submission of the 2018 annual activity report of the Monegasque Anti-Doping Committee

Transformed since 1er January 2015 in a private law body with a mission of general interest, the Monegasque Anti-Doping Committee submitted, on March 26, 2019, its annual activity report for the year 2018 to Mr. Patrice Cellario, Government Counselor - Minister of the Interior .

State of play, challenges and perspectives

By sticking to this single regulatory requirement, the Committee could have contented itself with producing a simple compilation of a quantitative set of figures and information relating to only a fraction of its various activities.

However, since 2015, the year in which it became a private law body with a mission of general interest, the Committee felt it had to go beyond this requirement by drawing up a real Activity Report which only allows him to have a checklist document for internal purposes of knowledge, piloting and management but also to present for external use a panorama reflecting in the most complete and faithful way possible the multifaceted nature of his action.

Indeed, the broadening of the scope of the Report responds to the Committee's wish that it be, more than a simple quantitative report, a tool for reflection and evaluation useful to the State, an instrument beneficial to public information and, more generally, a reference document.

Actions, means and objectives

Its general structure remains identical to that of the three Reports which preceded it, even though new sections have been added to its content.

Following an introduction marking the extent to which Pierre de Coubertin's motto: "See far, speak frankly, act firmly" remained in 2018 the common thread of the Committee in the exercise of its various powers, this fourth report continues therefore to be composed of four parts, the first of which sets out the updated national and international legal framework in which its different components carry out their missions, the second traces all of its activities, the third reports on its financial management and the fourth describes the 'state of achievement of the objectives of its multi-year strategic plan.

Composed in this way, this 2018 Activity Report was submitted on Tuesday March 26, 2019 to Mr. Patrice Cellario, Government Counselor-Minister of the Interior, by the Chairman of the Committee, Mr. Philippe Orengo, accompanied by a delegation of three members of its College (HE Ms. Yvette Lambin-Berti, Dr. Jack Michel and Dr. Yves Jacomet) and its Permanent Secretary, Ms. Andrea Alessio.
