Article 5.6 of the World Anti-Doping Code states that « Athletes included in a target group of athletes subject to doping controls by their International Federation and / or National Anti-Doping Organization shall provide whereabouts information as specified in the International Standard for testing and investigations. International Federations and National Anti-Doping Organizations will coordinate the identification of these athletes and the collection of information on their whereabouts ».

For the application of this text, the Monegasque Anti-Doping Committee (MAC), defines each year a « target » group including top athletes submitted to whereabouts requirements. Whereabouts obligation is a constraint imposed on high-level athletes so designated which is to report for each day of the coming quarter, the place where they will be in order to allow an unexpected anti-doping control.

ADAMS(Anti-Doping Administration & Management System) is the web-based database management system that simplifies the daily activities of all stakeholders and athletes involved in the anti-doping system and provides the athlete’s whereabouts information.
Athletes in the MAC target group are notified by mail
Athletes may change their whereabouts information until the evening before the sports event at 10:00 pm.

HOW TO GET TO ADAMS?

There are two ways to access ADAMS:

either with the free application for smartphone (IOS and Android): ADAMS APP (note however that it is not yet possible to submit the « whereabouts » via the application. You can, however, modify any activity already submitted).

WHEN PROVIDING MY WHEREABOUTS DATA IN ADAMS?

Whereabouts data is to be completed quarterly and updad thereafter. 15 days before each start of a quarter, you must complete the following three months in full.

WHAT WHEREABOUTS DATA SHOULD I INDICATE IN ADAMS?

The whereabouts information to be transmitted quarterly on the ADAMS system must provide the following data:

the complete address of the places of residence
the name and address of training sites and regular activities and training hours
the competition schedule, as well as the venue of these sports events in accordance with Article I.3 of the International Standards for Testing and Investigations (ISTI)
for each day of the quarter, a time slot of 60 minutes during which time you will be available for inspection at the indicated location, as stipulated in Article I.4 (ISTI)

WHAT HAPPENS IF I FAIL TO MEET MY WHEREABOUTS OBLIGATION?

The athlete remains solely responsible for the transmission of his whereabouts information. The Monegasque Anti-Doping Committee does not have to remind the athlete of his obligation to update whereabouts.

You will receive a warning message if you fail to meet your whereabouts obligations and if :

your required whereabouts data is not transmitted 15 days before the start of the quarter
your data is incorrect, it has not been updated and does not correspond to the reality, the sample collector notes your absence at the time and place indicated
your data is incomplete to perform doping controls

This notification will inform you about the whereabouts failure related to the Anti-Doping Rules.
You will then have 10 days after the notification is received to bring an action justifying (by registered mail) the non-transmission of your data, your absence or the inconsistency of your whereabouts data.
According to articles 6 and 7 of Ministerial Decree No. 2003-532 of 21 October 2003, as amended, the combination of three missed doping controls and / or the failure to fulfill whereabouts obligations during a period of 12 successive months constitutes an anti-doping rule violation.
